Is solely responsible for providing patrol and criminal/traffic enforcement on the 50-mile stretch of Interstate 95 to include Baltimore, Harford and Cecil Counties.  The JFK Highway Barrack also patrols and investigates any crimes that occur at the Maryland House and Chesapeake House Travel Plazas.  The Maryland House is the busiest travel plaza in the United States.

TROOPER FIRST CLASS SAUL MARTINEZ - SUPERINTENDENT’S CITATION

MR. JUSTIN CLOUD, VEHICLE RECOVERY TECHNICIAN,

  MARYLAND TRANSPORTATION AUTHORITY - GOOD CITIZEN  AWARD

On October 11, 2010, the JFK Barracks received a 9-1-1 call about an woman who was threatening to commit suicide by jumping from the Tydings Memorial Bridge on Interstate 95.  TFC Martinez responded to the emergency call and arrived on the scene moments after the broadcast and immediately saw the woman standing on the bridge, peering over the concrete wall toward the water, more than 100 feet below.

          As TFC Martinez approached her, she stepped over the concrete wall with one foot.  Without regard for his own safety, TFC Martinez rushed toward the suicide jumper, grasped her body and struggled to pull her back on safe ground.  Mr. Justin Cloud arrived on the scene and ran to assist TFC Martinez, and together they successfully saved the life of the young woman as they brought her back on to the deck of the bridge.  Later, a suicide note was found in her abandoned car.

 The selfless actions of  TFC Martinez and Mr. Cloud is a testament to their dedication to preserve the life of this young woman.  For their heroic actions, Trooper First Class Saul Martinez is awarded a Superintendent’s Citation and Mr. Justin Cloud, a Vehicle Recovery Technician for the Maryland Transportation Authority is awarded the Good Citizen Award.
