Salvaged Vehicle Inspection


The Maryland Transportation Article 13-507 requires a salvage vehicle be issued a certificate of inspection before a Maryland Certificate of Title can be issued.  The Department of State Police, Automotive Safety Enforcement Division, Salvage Inspection Unit conducts the certification inspection on an appointment only basics. The certification inspections are conducted at 8 locations around the state. Appointments are made on the Salvage Inspection Website.

Once a vehicle has been declared “Salvage” in any state, it must undergo a comprehensive salvage inspection prior to the issuance of a title or registration in Maryland. 

If your vehicle was involved an insurance claim where it was deemed to be a total loss and you elected to keep the vehicle, you may not need a salvage inspection.  If you have received an MVA form VR-310 stating your vehicle needs to pass a safety inspection within 90 days, you do not need a salvage inspection. If your vehicle has already had a salvage inspection in another state, you may not need to have the vehicle inspected again in Maryland. If this is the case, please email salvage@mdsp.org with all details to check on this prior to scheduling an appointment. Remember, the fee is non-refundable. 

Before making your appointment, consider the fact that your vehicle must be repaired and in “roadworthy” condition at the time of inspection.  To be considered “roadworthy” it must operable under its own power and contain all major components.  You must have a salvage certificate in your name or properly endorsed to you.

 First time users will be directed to register and create an account prior to the scheduling of an appointment.  The account information needed will include:

  • Name of person or business
  • Complete address
  • Contact telephone
  • E-Mail address
  • Drivers license and State
  • Evening telephone
  • Login name and password
  • Birth date
  • Gender

Once registered, you will receive an e-mail thanking you for registering and advising you that the web site is available 24 hours a day, 7 days a week.  You will be advised to contact us at salvage@mdsp.org with any questions and are given a copy of this following checklist;

METHODS OF TRANSPORTING A SALVAGE VEHICLE FOR INSPECTION

___Use of a tow truck

___Use of a tow dolly

___Use of the vehicle owners Maryland dealer tag (A dealer tag can only be used when the dealer currently owns the vehicle)

___Use of the vehicle owners Maryland recyclers tag

 

CONDITION OF VEHICLES TO BE INSPECTED

___The vehicle must be in roadworthy condition and must be capable of being driven into the garage under its own power.

___Have all parts securely attached to the vehicle i.e.:

___Bumpers

___Fenders

___Engine Hood

___Trunk Hood

___All glass on the vehicle must be in place and free of extensive damage, No missing or  cracked windshields.

 

MISCELLANEOUS

___Only the vehicle that was initially scheduled will be inspected.

___Appointment will be voided thirty minutes (30) after the initial time scheduled.

___Titles branded parts only or non rebuildable will not be inspected. Titles must be properly assigned, no open titles allowed.

___New York Salvage Certificates (form 907a) requires an inspection by the New York MVA and cannot be inspected in MD.

You will then have the option of making an appointment or logging out.  If you choose to schedule an appointment you will be sent to the appointment page.  You will first choose one of the eight appointment inspection sites by selecting the site in the “Appointment Locator” drop down menu.  Once a site has been selected, two calendars will reveal the days when appointments are available.  You will then select the month and day you wish to create the inspection appointment.  Once selected, you will choose an available time for their appointment.  You will then be prompted to enter the following vehicle related information.

 ·        Year

·        Make

·        Model

·        Certificate Number and State

·        VIN

·        Dealer Name

·        Dealer Address

·        Odometer Reading

·       Salvage Reason

After the required information is entered you will see the following disclaimer:

Payment of the $25.00 salvage inspection fee can only be made through the use of a major credit card.  MAKE SURE YOU TYPE YOUR CREDIT CARD NUMBER CORRECTLY AND ENTER THE CORRECT 3 DIGIT SECURITY CODE FROM THE BACK OF THE CREDIT CARD. The $25.00 payment is NON-REFUNDABLE. Please ensure that you are able to keep the appointment date and time selected. If you are unsure of the necessity for a salvage inspection, please e-mail  to ascertain the need of a salvage inspection.

 

You will then be prompted to continue to a secure credit card entry page where you enter your valid credit card information. Once the credit card transaction is approved a confirmation e-mail will be sent to you with the date, time, location and inspectors name for the salvage inspection appointment.  If you do not receive the confirmation e-mail please contact us at salvage@mdsp.org.

     This confirmation e-mail must be brought with you and presented at the time of inspection.

 The salvage inspection will be conducted by a certified Maryland State Police (MSP) Salvage Inspector. The inspection is intended to ensure that the vehicle and/or its parts have not been stolen or its serial numbers illegally altered or removed.  If the Vehicle Identification Number (VIN) plate has been removed from the dashboard or is damaged, the vehicle must be inspected by a member of the MSP Auto Theft Unit. The vehicle must be scheduled for a salvage inspection at the Glen Burnie inspection site only on any Tuesday between 8:30 am - 12:30 pm.

 

Be sure to take to the following with you to the inspection site:

  • Your personal identification (e.g., Maryland driver’s license);
  • Vehicle’s certificate of salvage (MVA form #VR-108 or document issued by another state except New York 907a);
  • The vehicle to be inspected;
  • If presenting vehicle for a dealership, credentials as an agent of the dealer;
  • If the presenter is not the owner, a letter from the owner must accompany the presenter at the time of inspection.  The owner must give the presenter authorization to act on their behalf. The letter must include the date, presenter"s name, year, make, model and VIN.  The letter must also include the owners signature and a contact telephone number.
  • The appointment confirmation sheet;
  • Other proof of ownership (bill of sale, dealer reassignment, etc)
  • Receipts may also be required for any parts used to repair the vehicle as determined by the inspector.

Once the inspection is completed and your vehicle passes the inspection, the inspector will sign and then emboss your salvage certificate to indicate approval.

 

After the vehicle passes the salvaged vehicle inspection, you can apply to the MVA to title the vehicle and obtain a thirty (30) day temporary registration that will permit you to drive the vehicle to an authorized inspection station for a state safety inspection.
